What does the Bible mean when it says that the person that doesn't love other people doesn't know God? Is it insinuating that we're not born again if we can't love?

You are of God, little children, and have overcome them, because He who is in you is greater than he who is in the world. They are of the world. Therefore they speak as of the world, and the world hears them.

We are of God. He who knows God hears us; he who is not of God does not hear us. By this we know the spirit of truth and the spirit of error. Beloved, let us love one another, for love is of God; and everyone who loves is born of God and knows God.

He who does not love does not know God, for God is love.
(1 John 4:4-8)
Notice how verse seven deals with being born of God and knowing God. In order to walk in the love of God, which is an unconditional laying down of your life (1 Cor. 13:1-8), you have to be born of God or born again.

You must know God or have a relationship with Him. Verse eight lets us know that being born-again isn't enough when it comes to walking in love; we must develop our relationship with God.

If we spend time with and get to know a loving God, then we will be able to love our brothers and sisters. Not knowing God simply means you don't have a relationship based on fellowship with Him; it doesn't mean that you aren't saved.

It takes time to grow and mature to the place where we are able to walk in the unconditional love of God. I'm so glad that we can all strive for that goal!
