Can God open our understanding so that we can understand the Scriptures? If so, how can we get Him to do it?

Jesus told Peter and the disciples over and over again, "I must die and be raised up again"; but they never understood what He was saying. When Peter saw the empty tomb, he still didn't understand (Luke 24:12).

Sometime later, Jesus appeared to the disciples (who were still doubting) the reports they had heard about His resurrection.
And he (Jesus) said unto them, These are the words which I spake unto you, while I was yet with you, that all things must be fulfilled, which were written in the law of Moses, and in the prophets, and in the psalms, concerning me.

Then opened he their understanding, that they might understand the scriptures, And said unto them, Thus it is written, and thus it behooved Christ to suffer, and to rise from the dead the third day: And that repentance and remission of sins should be preached in his name among all nations, beginning at Jerusalem.
(Luke 24:44-47)
It was at this point that Jesus opened their spiritual understanding. He can open up our spiritual understanding in the same way and enable us to understand the Bible. All we have to do is ask God to do this for us (James 1:5-8).

Cease not to give thanks for you, making mention of you in my prayers; That the God of our Lord Jesus Christ, the Father of glory, may give unto you the spirit of wisdom and revelation in the knowledge of him:

The eyes of your understanding being enlightened; that ye may know what is the hope of his calling, and what the riches of the glory of his inheritance in the saints.
(Eph. 1:16-18)
